The goal of the CISO/CSO is to ensure that senstive information never mistakenly leaves the organization.  While there are a number of existing technologies that help the cause, achieving true information security requires a model that protects information throughout its life-cycle while providing pre-emptive safegaurds around everywhere information is accessed, emailed and shared.

Pre-emptive security focuses on the relationship between the end-user and the confidential documents that they must deal with during the normal course of business.  By attaching information to its business need, an organization can prevent loss of sensitive information proactively.
